First add the butter, white sugar, and light brown sugar to a large mixing bowl.  Beat with an electric mixer until combined.

Next add in the eggs one by one, beating until just combined after each addition.

In a separate bowl combine the dry ingredients – flour, baking powder, and salt.  Then add the flour mixture and milk alternatively to the batter and beat with the electric mixture after each addition.  Start and end with the flour.

Stir in the chocolate chips and vanilla extract.

Next grease or line a muffin tin.  Add about ice cream scoop sized spoonfuls of batter to each muffin.  Top with more chocolate chips and a sprinkle of sugar.
